Eyebrow / labels	ALL CAPS, gold, 9pt, letter-spaced. One per page maximum.
Numbers in tables	Tabular figures, right-aligned, consistent decimals.

Tables

Header row: garnet band, white bold text.
Label column: panel background, garnet bold text.
Hairline borders only — no heavy grids, no zebra striping.

Rules of thumb

One gold rule under the masthead; one under each section head. Nowhere else.
If two elements compete for attention, one of them is wrong.
Every number carries a source. Unsourced numbers don't ship.
